2015 was a crucial year for comprehensively deepening the reform of transportation. The Jinhua Transportation Bureau planned early, deployed early, and implemented it early. In mid-March, the pilot team of the comprehensive transportation reform pilot project of the Jinhua Transportation Bureau was formally established by Qiu Jianzhong. The Secretary acts as team leader, and establishes the Office of the Leading Group of the Municipal Bureau of Transportation Comprehensive Reform Pilot Work (referred to as the “Bureau of Reform”). The Bureau of Legal Affairs (Administrative Examination and Approval) is responsible for the daily reform of the comprehensive reform of transportation. Various transportation and affiliated units have successively established corresponding reform work organizations and initiated comprehensive pilot reforms of the city's transportation system.

According to the "Opinions on the Comprehensive Deepening of Transportation Reform" of the Ministry of Transport (Chongzheng R & D [2014] No. 242) and the Zhejiang Provincial Department of Transportation "Notification on Applying for a Comprehensive Deepening of the Comprehensive Transport Reform Pilot Project" (Zhejiao [2015] In accordance with the spirit of the document No. 51, the Jinhua Bureau of Transportation and Transportation formulated the “Comprehensive Table of Key Tasks for the Comprehensive Transport Reform Pilot Task in Jinhua City” based on the actual work, and clarified the content of reform, leadership, lead unit, and coordination unit. After many considerations and layers of screening, on 19 March, 19 pilot reform projects were submitted to the Zhejiang Provincial Department of Transportation and the corresponding reform plan was attached.

After review by the Zhejiang Provincial Department of Transportation, five comprehensive reform pilot projects, including the “Comprehensive Traffic Emergency Command Information Platform for Jinhua City” and “Jinhua” Multimodal Transport Global Link for Jinhua, were finalized. The comprehensive reform pilot project will strive to be completed by the end of April 2016. In the next step, based on the identified comprehensive reform pilot projects, the Jinhua Transportation Bureau will also set up a special team for piloting pilot projects for comprehensive transportation reform to be responsible for the specific implementation of the comprehensive reform pilot project.
